The Governor's Development Council/Rural and Human Services Transportation

The Governor's Development Council (GDC)

In addition to the duties assigned under the Georgia Regional Transportation Act (O.C.G. A. §50-32-1), the members of the Board of Directors of the Georgia Regional Transportation Authority also serve as the Governor's Development Council. (O.C.G. A. §45-22-203). In fulfilling that role, the GDC has created and oversees the Coordinating Committee for Rural and Human Services Transportation.

Rural and Human Services Transportation

Right now, the various government programs–and funding streams–that support Rural and Human Services Transportation (RHST) are distributed across several different state agencies, each with their own separate administrative structure. Yet, in many instances, the actual transportation services offered to customers are supplied by the same local providers, regardless of which program/funding stream is utilized. Other states that have streamlined RHST services found tangible and in some cases significant cost savings and improved customer service.

Thus, in 2010 the General Assembly tasked the Governor's Development Council (GDC) with evaluating the existing conditions of RHST coordination in Georgia and making annual recommendations on ways to improve coordination practices. Each report is developed with assistance from the RHST Advisory Subcommittee and is delivered to the Governor's Office of Planning and Budget and the General Assembly.
